Minutes July 8, 2008 Board Meeting

 

Vice-President Imogene Hewitt called the meeting to order.  Those present were:  Don Hewitt (Concerned Citizens), Imogene Hewitt (Tech Center), Norma Birdsall (Other), Liz Scott (Media), Richard Scott (Program Director), Dorothy Jochem (RPC), Richard Dorneker (Law Enforcement), Cheryl Jones (Health Care), Phyllis Talkington (Other) and Ken Grochowsky (State Agency, SRS).

At the beginning of the meeting, there were not enough members present for a quorum.  However, a few other members arrived after the meeting began, a quorum was established, and the minutes of the June meeting and Treasurer’s report were reviewed.  Imogene moved and Don seconded approval of both the minutes and Treasurer’s report and motion carried unanimously.   

 

Old Business—Team Members Report: 

 

Sheriff Dorneker stated Officer Ryan White will be doing child safety seat inspections during the county fair, which will run from July 28-31.  The Sheriff’s Office has car seats available to give away to families, including grandparents, who cannot afford to purchase them.  Regarding motor cycle traffic through Chase County, he said many times the cyclists are not registered to operate the motor cycles, and he would like to begin working with the Kansas Highway Patrol to check cyclists to insure they are registered.  He expressed his concern about children crossing Highway 177 in Cottonwood Falls to go to the swimming pool and returning home.  It is a dangerous situation because Highway 177 is 4-lane in that area and the speed limit is 45 MPH.  He reported that underage tobacco use is on the decline in the county, and the age of those arrested for minor in possession (MIP) of alcohol is in the 19 to 20 year old range instead of younger age kids.  He would like to see community service re-instated and become part of the sentencing procedure—he will have to meet with the county attorney to see if this is a possibility.  Liz asked if kids could be required to watch videos about the effects of alcohol and drugs as an intervention strategy, and Sheriff Dorneker said he would check with the county attorney about this.     He reported Identi-Kid was provided for the entire elementary school this past school year, and it also may be done at the fair.  He concluded by saying he would like to set up driver’s license check lanes between Cottonwood Falls and Strong City to serve as a DUI/alcohol possession deterrent.

 

Imogene reported two new families were served by Welcome Wagon in June and two families will be seen in July.

           

Cheryl mentioned Relay for Life will be held this coming weekend (July 11-12).

 

Liz (in Amy’s absence) said the youth camp this summer was very successful, and included drug free/prevention education each day.  The theme of the camp was Earth, Wind, Fire, Water. 

 

Don said Concerned Citizens last met May 29 and discussed handing out community surveys at the post office.  Surveys were given out at the Senior Center.  There will be a “Get to Know Your Neighbor” event this fall.  The next meeting of Concerned Citizens will be 2:00 PM July 10 at the YTC.

 

Liz stated Gilbert Rose, SAMSHA representative, had accepted the corrective action plan he had previously requested, but he advised it is necessary for more than 20 kids to be included on the age of onset data.  Liz contacted Greenbush about this, and they will work on a strategy to address this issue.  Because only children in the 6th, 8th, 10th and 12th grades complete the survey, and because there are not large numbers of children in these classes, and even fewer who answer the early onset questions, it will be difficult to receive data on more than 20 kids.

 

Liz and Richard met with Dorothy Jochem and Richard Nibarger on June 20.  One outcome of this meeting was the need for more data, such as having a pre-test and a post-test during a training.  Such testing would provide data about what people knew beforehand, and what they learned as a result of the training.

 

Liz and Kitty attended the Governor’s Mentoring Conference June 12 in Wichita.  Coaches Bill Snyder and Tom Osborn presented during the conference.  Liz attended a workshop about kids with incarcerated fathers, and learned how to work with families whose father are in jail or prison.  She would like to see an incarcerated fathers program developed and integrated in this community.    

 

The Drug Endangered Children’s Conference will be held September 10 in Wichita.  Registration forms were distributed during the meeting.  Richard will have a meth display and booth set up at this conference.

 

The Kansas Youth Leadership Summit will be held August 3-5 at Rock Springs.  Because only two youth from Chase County will be attending, our team may be combined with the team from Marion County.  Richard and Ken will also be attending.

 

Ken reported twenty-five people have registered for the two day Bridges Out of Poverty training which will be held July 22 and August 26 in El Dorado, and he explained why the training is held on two different days in consecutive months rather than on two consecutive days.         

 

New Business:

 

            Sheriff Dorneker strongly supports updated ordinances regarding public intoxication in Strong City and Cottonwood Falls, as well as the posting of signage that informs the public parks are drug and alcohol free.  Richard said he will approach the Cottonwood Falls City Council, and    Imogene said she and Don may be able to meet with the Strong City City Council to ask for consideration about updating and strengthening ordinances in both communities.

 

Liz and Kitty will attend the KU Toolbox training August 25-27 and September 8-10 and the Coalition Institute training September 20-27.  Liz said Cheryl and Ken had helped with the Coalition Institute assessment, and she shared a colored logic model she has been working on which shows problems identified in Chase County, backed up with data and interventions.  Members of the Drug-Free Action Team and the entire community need to be involved with the creation and implementation of the logic model. Richard, Liz and Kitty will attend the National Underage Drinking Prevention Conference (UDECT) August 20-23 in Nashville.

 

Amy has agreed to serve as the SADD advisor this coming school year.  She has met with  Superintendent Greg Markowitz and he is very supportive of the SADD program.

 

            There was some discussion about having a County Night Out at the Park this year.  This event was not held last year, but Liz suggested we could have a hot dog feed and/or hold the event in conjunction with  “Get to Know Your Neighbor”.

           

            The next Coalition Academy Webinar will be held 2:00 PM Wednesday August 27 at the YTC—all Drug Free Action Team members are encouraged to attend.  Liz will present the logic model charts during the webinar.

 

            Dorothy said the Peabody Baseline Training is tentatively scheduled for the third week in September although no firm dates have been set.  She will let us know the exact dates later.

 

            Other New Business:

 

            The next meeting of the Chase County Drug Free Action Team will be at 9:30 AM Tuesday August 12, 2008 at the Tech Center.  Meeting adjourned at 10:50 AM.

Minutes June 10, 2008 Board Meeting

 

Vice-President Imogene Hewitt called the meeting to order.  Those present were:  Don Hewitt (Concerned Citizens), Imogene Hewitt (Tech Center), Jill Lauer (PAT), Liz Scott (Media), Richard Scott (Program Director), Marge Trayer (Welcome Wagon), Kitty Frank (Youth-serving Organization), Mary Sharp (Tech Center), Carri Cress (Parent), Dorothy Jochem (RPC), Ken Grochowsky (State Agency, SRS).

Minutes of the May 13 board meeting and revised minutes of the April 8 meeting were reviewed.  Mary moved and Kitty seconded approval of the minutes of both meetings and motion carried unanimously.   

Treasurer’s report was reviewed.  Jill moved and Marge seconded approval of the treasurer’s report and motion carried unanimously.

 

Old Business: 

Marge reported two new families for Welcome Wagon were served in May and four families will be seen in June.

 

Richard (in Jim Redick’s absence) stated work on the playground equipment will be completed by the end of the week, and there will be a ribbon cutting at 6:00 PM Saturday June 14 at Swope Park.  Members of the Youth Technology Center Mentoring Program will be having an ice cream social during the grand opening.  Wichita State University, as a community project, is donating $350 for the social.

 

The Youth Technology Center rodeo parade float won second place last Saturday.  The float’s western theme was Alcohol, Tobacco and Other Drug prevention, and Chase County Prevention Posse badges were distributed along the parade route (posse badges were also given to board members during the meeting).  Richard showed the board the banner that was part of the float (congratulations to the kids and adults for their hard work!)  The prize money for second place will be given to the YTC.   

 

New Business:

 

Liz presented the 2008 Communities That Care Survey to all those present.  There were some discouraging indicators among 8th graders, such as the Average Age of Onset of Cigarettes and Average Age of Onset of Alcohol went down to a younger age compared to 2007.  Only 77.48% of Chase County’s 6th, 8th, 10th, and 12th graders completed the survey, and Liz pointed out because fewer students completed the survey this year versus other years, this could be a factor for the poorer results because the more students who complete the survey, the more accurate the data.  Students can opt out of taking the survey with parental approval, and some students may have been absent or involved in other school-related activities when the survey was administered.  However, when compared to the adjoining counties, the percentage of youth completing the CTC survey is still good. 

 

Liz presented board members with a copy of a letter from Gilbert Rose, SAMSHA representative, dated May 28, 2008.  In his letter Mr. Rose states the coalition may not be in compliance with program requirements, and asks for a corrective action plan, with additional information, submitted by June 27, 2008.  Liz outlined to the board the additional documentation, such as MOUs, audits and other material she is gathering as requested by Mr. Rose. There was discussion about what action the board can take to strongly encourage members of all sectors to consistently attend our meetings.  Liz said it may be necessary to change the time of our board meetings to make it more convenient for some sectors to attend. 

Liz also handed out a coalition organizational chart and a revised Work Plan for Fiscal Year 2008-2009.  She asked us to review both documents and to make changes, if necessary.  She will then include these changes on the final documents. The board approved unanimously the changes to the work plan, organizational chart, MOUs, and additional documentation.

 

On June 6, Richard met with RC&D Coordinator Bruce Wells.  RC&D is the fiscal agent for the coalition.  

Kitty and Liz will be attending the Governor’s Mentoring Conference June 12 in Wichita.  Jill may attend also if her schedule permits.

 

            The TABS/Youth Leadership Conference will be held at Rock Springs August 3-5.  Four girls have confirmed their attendance.  Up to eight youth from Chase County can attend.

 

            Richard, Mary, Carri, Cheryl, Marge and Ken will attend the Kansas Drug Endangered Children’s Conference September 10 in Wichita.  Liz asked for a motion to approve $15 for booth space and meth display at the conference from general funds.  Mary moved, Marge seconded and unanimous approval was given.

 

            Liz and Kitty will attend the KU Toolbox Training August 25-28 and September 8-10, 2008.

 

            A Girl Scout Camp Out will be held June 20-22 at the Youth Technology Center.

 

            Liz and Richard will attend the Coalition Institute Training in Indiantown Gap, PA June 22-27.  Another session of the training will be held September 20-27.  Liz requested approval for Kitty to attend the September session in place of Richard.  Jill moved, Mary seconded and unanimous approval was given.

 

            Ken discussed the upcoming Bridges Out of Poverty, two day training, which will be held at the El Dorado Service Center July 22 and August 26.  This training explores the experiences of people living in poverty, middle class and wealth, the Hidden Rules all three economic classes abide by, and what people in middle class and wealth can do to help those who want to move out of poverty achieve their goals.  The training is free, but registration is required.          

 

            Dorothy mentioned the Baseline Training that will be held in Peabody June 12-13.  She said only 10 to 12 people have registered, but 20 is usually the minimum amount necessary.  (Later—This training was postponed and will be re-scheduled possibly in late August or September when school resumes.)

 

            Richard, Liz and Kitty will be attending the UDECT Conference in Nashville August 21-23.  Richard mentioned the Kansas delegation usually meets during this conference to begin strategizing and planning state initiatives for the coming year.

 

            Richard will begin work on expanding a public intoxication ordinance in Cottonwood Falls.  There was discussion about beer gardens in Strong City as well as discussion about rodeo weekend.  There was some drinking during the parade and there were a few incidents during downtown evens, but not as much as in previous years.  Sheriff Dorneker is very supportive of any drunk and disorderly ordinances drafted.

 

            Richard asked for a motion for the board to go into executive session to discuss non-elected personnel matters.  Jill moved, Marge seconded and unanimous approval was given.  Later the board returned to regular session and no action was taken.

 

            Other Business:

 

            The next meeting of the Chase County Drug Free Action Team will be at 9:30 AM Tuesday July 8, 2008 at the Tech Center.  Meeting adjourned at 11:00 AM.
