Minutes March 11, 2008 Board Meeting

I. Call to order: Vice-President Imogene Hewitt called the meeting to order. This meeting was held at the Chase County Youth Technology Center at 9:30 am. Those present were: Don Hewitt(Concerned Citizens), Imogene Hewitt (Tech Center) Richard Scott (CCDFAT and CCYTC), Ken Grochowsky (State Agency), Mary Sharp (Tech Center), Marge Trayer (Welcome Wagon), Amy Budke (Mentor Coordinator), Dorothy Jochem (Regional Prevention Center), Phyllis Talkington.

  1. Minutes of the January 8, 2008 board meeting were reviewed—corrections need to be made about Welcome Wagon. It was moved and seconded for approval of the minutes with corrections and motion carried unanimously.

III. Treasurer’s February report approved unanimously.

IV. Old Business: Team member reports were included in the packets attaché to the meeting agenda.

A:  Youth Group: Mary and Amy discussed the scheduled “Laser Tag Lock-in” for 6th-10th graders.

  1. Parent groups: PAT is still meeting, although the district is dropping the program, so they are looking at alternate funding---a grant for $10,000 with includes a summer program.
  2. Business: No reports

  5. Heath Services: No reports
  6. Youth Serving Organizations: SADD state conference had lots of great activites.
  7. Law Enforcement: No reports
  8. Faith-Based: No reports
  9. Civic Groups: Jone’s Trust is donating $32, 000 to finish Swope Park Improvements. Chase Co. Rec Commission is donating $10,000. This money will be to add trail, wood chips for ground cover. Lyons Club looking into an additional to replace wood chips with rubber chips.

Welcome Wagon visited one home.

Concerned Citizens: Richard presented a safety program at the Senior Center. Their next meeting is on March 20th at 10 a.m.

  1. State and Local Agencies: The Bill to Legalized Marijuana was killed. The Bill to control sale of Salvia passed and is now in Judicial Review. The Bill for Alcohol Server Training is sitting in committee. Richard discussed Washington Seminar “Sustaining Success in a Time of Change” hosted by CADCA.

Dorothy Jochem announced a ODSS training on March 28th from 10:00am to 1:00 pm.

V. New Business

  1. Town Hall Meeting Scheduled for March 31st, 6:30pm dinner followed by Presentation by Joe Garman and Sara Riley, and ABC underage drinking preventions.

Mary and Marge moved to provide door prizes for Town Hall Meeting.

  1. Election of 08-09 Officers. Marge motioned to keep the same and Mary seconded---motion carried.

Minutes from the January 8, 2008 Board Meeting. Edit

President Cheryl Jones called the meeting to order.  This meeting was held at the Chase County Youth Technology Center at 9:30 am. Those present were: Don Hewitt (Concerned Citizens), Imogene Hewitt (Tech Center) Richard Scott (CCDFAT and CCYTC), Liz Scott (Tech Center), Cheryl Jones (Heath Center), David Gass, (Ministerial Alliance) Ken Grochowsky (State Agency), Mary Sharp (Tech Center), Marge Trayor (Welcome Wagon), Amy Budke (Mentor Coordinator).

 

Minutes of the November 10 board meeting were reviewed.  It was moved and seconded for approval of the minutes and motion carried unanimously.

 

Old Business: Team member reports were included in the packets attaché to the meeting agenda.

 

Announcements: Don Hewitt reported that the Concerned Citizens met on November 13th and discussed homes security lessons and the Senior Center and administered surveys.  Also they propose administering Alcohol Usage Questionnaires to the community.

 

Marge Trayor and Imogene Hewitt visited four households with the welcome wagon.

 

Richard Scott presented “Tar Wars” anti-tobacco campaign on January 4th to Chase County 4th and 5th graders.

 

New Business:  Richard Scott has several Kansas Bills he is working on.

1.      Jennifer Keller’s Bill:  Clean-up and mark Meth Houses as Hazardous Sites, and be professionally cleaned before inhabitation by people.

2.      Robitussin Tripping: Place Cough Syrup behind the pharmacy counter and also include computer tracking of purchase.

3.      Alcohol Servers:  Mandatory server’s class

4.      Salvia: Control of Hallucinatory herbs.

 

Community Toolbox—Richard and Liz will be participating in a two year study and receive $300 a quarter. They will be trained in August.

 

Corner House:  SRS, working to acquire re-hab building.

 

Red Ribbon Week-Sate Committee elected Chase County winner of State Award.  Banquet will be held on February 1st.  Mary and Marge interested in attending.  Motion by David Gass and Seconded by Imogene to use funds to pay for their attendance.   David Gass had a success story; one of his parishioners quit smoking because of sermon David delivered during Red Ribbon Week.

 

 

Town Hall Meeting--$500 grant to hold meeting for underage drinking, and the money is to be used for speakers, advertising, etc.  Will be held around March 31th in conjunction with annual meeting.

 

Take-It –Back—Alcohol program on March 6-7th.  Heather Haskin will be leading a group.

 

WSU—working on a leadership group through the mentoring program.

 

CADCA training on Feb 10-14, Richard will be attending.

 

The Tech Center is planning a youth lock-in around March 14th. 

 

The February meeting changed to the 5th.

 

Ken Grochowsky resigned as Coalition Secretary; Amy Budke elected.

 

Strategic Plan for CC Drug Free Action Team—plans for sustainability

 

Other Business:

David Gass—Youth group size is around 16 kids a week.

He is implementing a “Family Based Ministry” which connects many age groups.

 

He wants to reschedule the New Years Eve concert to March 2nd.

He is taking students to Colorado on July 9-13 for “Student Life Camp”

In the spring he will have a Sunday afternoon about understanding cultural shifts.

 

Ken Grochowsky reported that on Jan 22 the Low income energy assistance program will begin.

 

Cheryl Jones reported that free tax service at the health department will start.

Reports Edit

   12 students attended the monthly SADD meeting at CCHS on Thursday, January 24th. Topics were upcoming educational opportunities including Department of Transportation Safety Conference, State Red Ribbon and SADD Conferences, and KYLS/TABS Conference at Rock Springs. Several students are interested in attending and sign-up sheets will be distributed at the school. Parent and school permission slips are required.

 

   Civic Clubs: The Lions Club is very close in marking a great environmental change with the new equipment at Swope Park. The equipment is at the park in storage at the park now. We still need almost 32,000 for the walking trail, installation and ground improvement. This addition will not only be a place for family to have memorable experience with their children, but also a safer place.

 

   Concerned Citizens will be hosting a Home Security Program at the Senior Center on February 7 at 12:30. With a few break-ins in our area in recent months, we are concerned for some of our senior citizens’ safety.

Sheriff Dorneker has held bullying assemblies at the middle school and high school. This is a combined effort between law enforcement and schools to heal negative consequences that come out of bullying.

 

Cheryl Jones (County Health Nurse) is working with our Parents as Teachers coordinator on doing prenatal classes in April and is planning a Fetal Alcohol Syndrome class in September.

 

Parents As Teachers Jill Lauer along with the Chase County Early Childhood Task Force reports she is gathering information for a class for expectant parents. The class will include nutrition and prenatal care, WIC, Health Insurance, Labor and Delivery, infant care, car seat safety, Birth Control and much more. What a great job to help families with young children to get off to a great start in life.

 

The Regional Prevention Center has hired Dorothy Jochem, a recent ESU graduate to be our new outreach coordinator. We think she and Teresa Walters will be here Tuesday for the meeting. We encourage everyone to attend and welcome her.

 

Youth Coordinator Liz Scott is working with the youth on a spring retreat and conducting parent surveys when the weather improves. Liz is recovering from Bell’s Palsy and has blurred vision, impaired speech, and other regular complaints. She is improving but progress is slow.

 

Program Director Richard Scott will be in Washington February 10-14. Hope McMickel will be presenting two classes he will attend. He will also attend classes on hosting Town Hall Meetings and other excellent workshops for coalition building.

In State Legislature news Edit

  1. Medical Marijuana is being considered as a defense for having pot in possession if you have a subscription. Kansas Family Partnership has a resolution form to present to our representatives to help prevent this from becoming law. We will have these forms at the meeting.
  2. Representative Peggy Mast has sponsored a bill for us to put salvia divinorum on the controlled substance list. This bill HB 2650 has been introduced to the House floor and is now in the Health and Human Services Committee – will have more information at the February meeting.
  3. Senator Jim Barnett is working on three bill for us:
    1. To keep Dextromethorphan (DXM) an over-the-counter cough suppressant in cold medications, out of the hands of youth under the age of 18. An effort to prevent children from “Robo-tripping”. He has already had a little negative feedback from the pharmacy association. We’ll see.
    2. To mandate that Alcohol seller/server training be completed before a permit is issued to the applicant. Now it is only suggested by ABC. A bill like this will help sellers/servers be more alert and responsible for underage drinking.
    3. Meth lab homes: We have asked Senator Barnett to get properties used for meth labs to be listed on a state registry and not be sold until the property has been certified clean before it is rented or sold. This would keep children from being exposed to the chemicals used in labs (indoors and outside where they have been dumped). He is now working with KBI to support our proposal.

We really appreciate Senator Barnett’s efforts to protect the children in our communities as well as the State of Kansas.

  1. Another bill we are tracking is SB 2602 having to do with punishment for pregnant women using meth before birth. The Ks Alliance for Drug Endangered Children group has expressed our concerned with our representatives and senators about the negative effects this bill could pose on expectant mothers (their not seeking medical attention).
