Minutes of February 6, 2007 Board Meeting

 

President Cheryl Jones called the meeting to order.  Those present were:  Cheryl Jones, Don Hewitt, Imogene Hewitt, Norma Birdsall, Diana Sigel, Mary Sharp, Liz Scott, Jill Lauer, Marge Trayer, Teresa Walters, Kitty Frank and Ken Grochowsky.

Minutes of the January 9 board meeting were approved.  New member Kitty Frank, representing the Girl Scouts, was introduced.

Treasurer=s Report was reviewed.  Liz explained the “split” listings on the checking account statement.  There was also discussion about the CCDFAT Organizational Chart, which was one of the attachments to the agenda.  Teresa thought it would be better to list the Regional Prevention Center as an advisory segment on the chart.  Also, Liz said she would like to have a subcommittee meeting to discuss the DFC grant renewal and how to best distribute funds.  She also mentioned possibly increasing Mary’s wage and hours.

Old Business:

DEC—The Drug Endangered Children’s (DEC) National Conference will be held  in Kansas City.  The State DEC group meets quarterly and Richard is attending that meeting today.

 Youth Programs—The Youth Technology Center received a $12,000 Juvenile Justice Authority (JJA) grant to begin a mentoring program.  Volunteers have been coming forward to participate.  The Kansas Mentors’ Conference is next Tuesday and Diana Sigel will attend.  The funding for the mentoring program will begin July 1, and the mentoring sessions will be held at the YTC.  KBI background checks will be completed on all volunteers involved in the mentoring program.  Diana asked about redundancy between the high school’s Big Brothers/Big Sisters (Bigs in Schools) program and what the YTC mentoring program will offer.  Liz explained the YTC deals mainly with middle school kids, while the Bigs in Schools program typically matches high school youth with elementary school kids.  Liz also mentioned YTC staff has a very good rapport with parents and families, and 85 children visit the YTC on a regular basis.  Because of all her other responsibilities, Liz does not have the time to devote to the mentoring program but instead will hire a coordinator to assist.  Liz has applied for $1,000 from the crime prevention fund which will be used to fund the coordinator position.  A person from Temple University will facilitate a one day training for the mentors.  Liz also reported renovations at the YTC are 98% complete.

Concerned Citizens—Don reported bad weather and redecorating at the YTC have caused a few meetings to be canceled.  At the January 18 meeting, there was discussion of having two Hobo Stew Nights this year—one at Swope Park and one at the YTC.  They are still looking to get smoke detectors for those needing them.  The next Concerned Citizens meeting will be Thursday, February 22.

Welcome Wagon—Marge said no new families have been served and this (new families moving into the community) is the slowest it’s been since the inception of Welcome Wagon four years ago.

Parents As Teachers—Jill indicated she had nothing new to report, but she did distribute the new Chase County Parents’ Resource Guide to board members.  Jill said the resource guide will be reviewed annually.  Liz asked permission to add information from the guide to the CCDFAT website.  Diana told Jill the brochure is well organized and easy to read.  Jill said the resource guide has been distributed throughout the community to schools, the Chamber, realtors and other local businesses.

CCDFAT Annual Meeting—Will be held Saturday, April 14.  Judge Fowler will be  the guest speaker.  Approximately 30 to 40 people usually attend.  Discussion about the menu for the meeting ensued.  Diana volunteered to make ham loaf for the dinner; Liz will bring baked beans; Marge will bring cheese potatoes; Jill will bring cakes; Cheryl will bring salads; the Hewitts will help with the set up; (later—Ken will provide the napkins and ice).  Liz suggested everyone keep receipts for out of pocket expenses incurred.  The cost to attend the dinner will be $5 per person.

Health Fair—The Chase County Health Fair will be held Saturday, March 24 from 8:00 AM to 1:00 PM at the Middle School in Strong City.  Marge will work at the CCDFAT table.  Liz would like to see a mix of adults and kids working the table, not necessarily at the same time.

Roundtable Discussion—The continental breakfast/roundtable discussion on inhalants scheduled January 13 was postponed due to the weather and has been rescheduled for this Saturday, February 10.

CADCA Conference—Teresa Walters, Liz and Richard will attend the National Conference in Washington, DC February 12-15, 2007.  While attending the conference, they will be meeting with Congressman Jerry Moran.

Red Ribbon Awards—Liz displayed one of the award plaques received during the February 2 Red Ribbon Banquet in Topeka.  USD 284 won first place in Best School District Activity, Chase County High School won first place in Best High School Activity, the Chase County Drug Free Action Team won first place in Best Community Activity, and the Chase County Leader-News won honorable mention for media coverage.

Teen Retreat Update—Liz, Ken and three youth met January 27 to discuss planning for the retreat.  Ken identified another possible funding source for the retreat and Liz will do some further checking.

New Business:

SADD—Would like to do a bake sale as a fundraiser for Red Ribbon and SADD training.  “Kick Butt Day” is Wednesday, March 28.

Kansas Leadership to Keep Kids Alcohol Free—Rep. Don Hill will be presenting to committee recommending the underage drinking hosting law be revised to read in part, “under the age of 21” , instead of the current “under the age of 18.”

KDOT Transportation Safety Conference—Will take place April 17 and 18 in Wichita.  Liz said it will be a great conference and although no enrollment forms are yet available, other board members are welcomed to attend.

4th of July Celebration—Plans are to start the activities a few hours earlier than previous years.  We will partner with the Lions Club, possibly with a pie auction, with the proceeds going to the Lions Club Playground Fund.  Richard will work on scheduling the impaired driving, roll-over and 5 MPH impact crash machines to be on hand during the 4th celebration.

Other Business:

Liz mentioned that Congress just passed the underage drinking bill.  She also mentioned the professional advertising of/for the new CCDFAT brochures.

The next meeting of the Chase County Drug Free Action Team will be 9:30 AM Tuesday, March 13, 2007 at the Youth Technology Center in Strong City.

Program Director Report

We want to welcome new members to our coalition, Colleen Slabaugh and Carrie Cress. Colleen, as most of you know, is the owner of Slabaugh Liquor Store in Strong City and has been very helpful with some of our environmental strategies ideas. Carrie lives in Cedar Point, works as an EMT, and has children in the 3rd and 5th grades. We look forward to their joining us at our next meeting.

I attended Drug Endangered Children state meeting at the US Attorney’s office in Wichita. The new mission statement and state board members were approved. The State Committee has moved DEC from just meth lab situations to any home environment that is using or selling drugs.

On February 7, attended the Kansas Leadership to Keep Kids Alcohol Free meeting. Teresa Walters informed everyone that Red don Hill had introduced Bill HB 2463 to change the Social Hosting Law that describes a minor to include 18 to 21 years of age. Another Bill 2412 also has been introduced on graduated driver licenses that include a minor to include 18 to 21. On February 28, The Chase County SADD and youth coalition members and Topeka SADD youth delivered information to all state senators and representatives to advocate to make all underage drinking laws consistent  by a minor being under 21.

Youth Coordinator and I attended the Community Anti-Drug Coalitions of America Conference in Washington, DC from February 12-16. We attended Prevention Day sponsored by SAMHSA CSAP (the division that handles our DFC grant) and attended great plenaries and workshops. We also met with Jerry Moran on Tuesday, and our Project Officer, Roberta Hantman on Wednesday and Thursday. Our mission this year is to improve environmental strategies in our community.

On February 21, attended Lions’ Club meeting – trying to finalize funding on playground equipment at Swope Park.

February 22, attended Concerned Citizens meeting. They’re working on block parties in Cottonwood Falls and Strong City in the spring and putting out meth watch signs in Matfield Green, Cedar Point and Elmdale. They will distribute literature to council meetings, also.Note: We now have the “Town Night Out Package” to start working on this for August 7, 2007.

On February 22, I attended the SADD meeting at the high school – putting the final touches on The Teen Retreat and fundraiser.

On February 27, met with Roger Kennedy of Cable Tech. He had expressed an interest in working with the coalition on the Teen Retreat and getting information to his employees about drug-free workplace, handouts, etc.

On February 28, took four youth to Topeka to serve as pages for Representative Donald Dahl, Speaker of the House Pro-Tem. They also passed out handouts to representatives and senators concerning “The Flaw in the Law” for minors 18 to 21. See attached news articles. They were also featured on Channel 13 news that evening along with Maria Torres, of Kansas Family Partnership.  The kids did a great job.

 

 

 

 

 

Youth Coordinator Report:

CADCA—I really enjoyed workshops I attended this year. Workshops included parenting, Helping America’s Youth Initiative, and Podcasting. I got lots of ideas how to increase parent and youth’s participation in our efforts.

Teens Taking Action Retreat: Having great success with funding efforts locally but still haven’t worked out all the bugs on budget modification requested through our Drug Free Communities grant. We have collected over or been promised over $6,600 so far locally. We also received a mini grant from Ks Drunk Driving Prevention Office in the amount of $1,000. $300 of this will be used towards t-shirts for the retreat and the remainder will be used for follow-up expenses. Much of my time this month has been devoted to contacting youth, parents, and donors about the retreat, ordering prizes, press releases, and working on the continuation grant.

On February 17, we had four adults and eight youth attend the Continental Breakfast and Roundtable discussions on Drunk and Drugged Driving. We later aired the video that accompanied the session on Channel 36.

On March 3, I went to Mall Madness with 100 older Girl Scouts. I gave “Driver’s Tests” to the girls, talked to them about drinking and driving, and gave them brochures and promotional items.

 

UPCOMING EVENTS AND ANNOUNCEMENTS

 

March 10: Continental Breakfast and Roundtable Discussion on Inhalants. There will be a Cereal/fruit breakfast and Roundtable discussion on inhalant abuse. (It was postponed last month.) These discussion forums have been well-attended by youth and loyal coalition members, Don and Imogene Hewitt. You are invited to attend. Richard’s cookin’.

 

March 12-18 National Inhalants and Poisons Awareness Week: PSAs, and news articles will be released to media.

 

March 15: National Teleconference on Working with Retails: Self Policing Strategies and Collaboration Initiatives: We will have an open line with the National Enforcing Underage Drinking Laws – please come and we can all listen in and make comments or ask questions. 2:00 – 3:15 p.m. Refreshments served.

 

March 17: Chase County Drug Free Action Team:  We will have Family night on Saturday, March 17. We will have a hotdog feed, watch HBO’s Addiction Action House Party”. Also will discuss Inhalants with parents. Afterwards Board Games, Video Games or Family competitions. Activities start at 6 p.m. at the Chase County Youth Technology Center.

March 24: Chase County Health Fair at Chase County Middle School in Strong City from 8 a.m. – 1 p.m. Volunteers welcome to come help man (or woman) our booth.

 

March 25: ABC Office Jim Wilson will conduct a Beverage Serving and False ID Training at the Chase County Youth Technology Center on Sunday, March 25 at 1:30. Employees of all liquor and beer point-of-sale locations have been invited, including the rodeo committee and Roadhouse Bar and Grill who did not attend last year. Thank you Colleen for setting this up with them!

 

March 28: Kick Butts Day: Will put out media releases, table toppers and promote the Kansas Tobacco Use Prevention Program Toll Free Quitline 1-866-KAN-STOP.

 

March 29: High School SADD meeting. 3 p.m. in Commons Area. Will be discussing Red Ribbon Week and SADD training in Salina.

 

Girls Group meets every Monday at 4:00 p.m. at the Tech Center. All Girls are encouraged to attend. Please contact Kate, 620-794-1748 for information.

 

Girls Scouts are still collecting aluminum cans on Saturday, December 9, 10 a.m. ‘til noon at Luco Manufacturing. This is a fundraiser for the Lions Club Playground Project.
